UK Local Authorities Plan to Sell Off Social Clubs and Leisure Facilities to Manage Finances

According to a new poll of municipal councils, UK councils are preparing to offload social clubs, athletic facilities, and retail spaces as they bet on a rapid disposal of assets to stabilize finances.

Growing Financial Pressures Drive Asset Sales

A coalition of councils for second-tier cities in the UK reported that six out of ten of councils are intending to dispose of properties to cover the escalating costs of adult and children’s social care.

Local governments have in the past come under fire for selling playing fields and open spaces to support their budgets, but they contend they must proceed to raise vital cash from property disposals or face insolvency.

This coalition noted that a significant number of authorities attempting to generate funds from a quick sale of holdings marked “a clear change from 2024, when the largest share (six in ten) of municipal officials stated they would prioritise restructuring services and utilising savings to manage increasing financial challenges.”

Specific Examples of Proposed Sales

Medway Council in Kent announced its property management strategy featured the disposal of a shopping centre in a local town and a community venue in Rochester to generate 20 million pounds over five years.

  • A local golf course and commercial properties owned in two English counties, which all generate rent for the authority, will additionally be disposed of under the strategy.

Local Levy Increases and Wider Financial Pressures

The survey of councils in the key cities group, which covers several urban centers, further found that more than 70% of councils will have to raise council taxes next April to cover the rising cost of core provisions, higher levels of homelessness, and a longstanding housing shortage.

Medway council said it will press ahead with asset sales after steep rises in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking creative strategies but certain measures take time to achieve both improved services and cost efficiency,” stated Vince Maple.

He added: “We face demographic pressures which will persist to increase the pressures we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

Countrywide Trends and Forecasts

A survey of regional authorities recently also found local finances being stretched by the increasing figures of children and older individuals requiring special educational assistance.

A network of councils projected that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they struggle to cope with increased demand.

Ministers have delayed planned reforms to the Send system until the coming year after a policy document outlining those changes has been postponed.

Disadvantage and Funding Shortfalls

According to the latest indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, several key cities members were among the most deprived in England.

  • “Member cities like several major towns place in the most deprived 30 nationally under the latest deprivation indices,” said the study.

“While only a single urban area is among the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of England. The figures underscores the extent of difficulties confronting local leaders across key cities in the next twelve months,” the analysis concluded.

“Local government leaders have been explicit about the need for a equitable and lasting funding system that reflects and addresses the actual extent of deprivation and demand,” stated a council leader.

“Lacking this, councils will persist to face difficult decisions around which essential services to fund, and which to cut, to the disadvantage of their residents.”

A fifth of local authorities have reduced or weakened care services in the past 12 months, the survey found.
